Arakaki, Chairman and Members of the County Council Page 10 Impacts associated with commercial development within this section of North Kona such as historical, visual, traffic, and drainage concerns have been assessed and will be mitigated through conditions of approval. Therefore, the request would not unreasonably burden the public agencies to provide roads and streets, water, drainage, police and fire protection. The requested Commercial zoning will accommodate uses that will fit into the locale with minimal intrusion while providing the desired commercial uses, as well as providing for necessary infrastructural improvements to support the development. The development of Lot 1 for commercial uses will continue to provide business and commercial services to the Kailua-Kona community. Change of Zone No. 682 allowed for a 6.643 acre portion of a parcel in the nearby Kona Palisades, Unit I to be zoned Neighborhood Commercial (CN -10). Lot 1 is located near urban services and facilities, and will serve to add to and complement the existing commercial inventory in this particular area of Kailua. The applicant will be required to complete its proposed project in compliance with all applicable requirements of the affected agencies. Therefore, the proposed rezoning and development will complement the land usage within the region and the community in which it is proposed to be located. Based on the above findings, this request to reclassify the subject properties from an Agricultural -5 acres (A -5a) to a Neighborhood Commercial -10,000 square feet (CN -10) zoned district would result in an appropriate land use pattern and further benefit the general public. For your favorable consideration, amendments to State Land Use Boundaries Map, H-7 for the County of Hawaii, and Section 25-8-3 (North Kona Zone Map), of the County Zoning Code are transmitted.
