Arakaki, Chairman <br />and Members of the County Council <br />Page 10 <br />Impacts associated with commercial development within this section of North <br />Kona such as historical, visual, traffic, and drainage concerns have been assessed and will <br />be mitigated through conditions of approval. Therefore, the request would not <br />unreasonably burden the public agencies to provide roads and streets, water, drainage, <br />police and fire protection. <br />The requested Commercial zoning will accommodate uses that will fit into the <br />locale with minimal intrusion while providing the desired commercial uses, as well as <br />providing for necessary infrastructural improvements to support the development. The <br />development of Lot 1 for commercial uses will continue to provide business and <br />commercial services to the Kailua-Kona community. Change of Zone No. 682 allowed <br />for a 6.643 acre portion of a parcel in the nearby Kona Palisades, Unit I to be zoned <br />Neighborhood Commercial (CN -10). Lot 1 is located near urban services and facilities, <br />and will serve to add to and complement the existing commercial inventory in this <br />particular area of Kailua. The applicant will be required to complete its proposed project <br />in compliance with all applicable requirements of the affected agencies. Therefore, the <br />proposed rezoning and development will complement the land usage within the region <br />and the community in which it is proposed to be located. <br />Based on the above findings, this request to reclassify the subject properties from <br />an Agricultural -5 acres (A -5a) to a Neighborhood Commercial -10,000 square feet <br />(CN -10) zoned district would result in an appropriate land use pattern and further benefit <br />the general public. <br />For your favorable consideration, amendments to State Land Use Boundaries Map, H-7 for the <br />County of Hawaii, and Section 25-8-3 (North Kona Zone Map), of the County Zoning Code are <br />transmitted. <br />
