Arakaki, Chairman <br />and Members of the County Council <br />Page 7 <br />concert with a localized program of public and private capital improvements to <br />meet the expected increased needs. <br />• Distribution of commercial areas shall be such as to best meet the demands of <br />neighborhood, community and regional needs. <br />• The development of commercial facilities should be designed to fit into the locale <br />with minimal intrusion while providing the desired services. Appropriate <br />infrastructure and design concerns shall be incorporated into the review of such <br />developments. <br />• Commercial development shall be located in areas adequately served by <br />transportation, utilities, and other amenities. Commercial developments shall <br />provide for adequate internal circulation amongst commercial facilities in the <br />area. <br />The Land Use Pattern Allocation Guide (LUPAG) Map component of the General <br />Plan is a representation of the document's goals and policies to guide the coordinated <br />growth and development of the County. It reflects a graphic depiction of the physical <br />relationship among the various land uses. The requested zone change from an <br />Agricultural -5 acres (A -5a) to a Neighborhood Commercial -10,000 square feet (CN -10) <br />zoned district conforms to the LUPAG Map, which designates Lot 1 and its immediately <br />surrounding area for Urban Expansion uses. The General Plan defines Urban Expansion <br />as an area which allows for a mix of high density, medium density, and low density, and <br />industrial and/or open designations in areas where new settlements may be desirable, but <br />where the specific settlement pattern and mix of uses have not yet been determined. <br />According to the Zoning Code, uses permitted within this zoned district may include <br />offices, retail establishments, restaurants, business services, automobile service stations <br />and other similar uses. Public uses, structures and buildings and community buildings <br />are permitted uses, provided that the director has issued plan approval for such use. <br />These uses are consistent with uses permitted within areas designated as Urban <br />Expansion. Therefore, it is determined that the request is consistent with the Urban <br />Expansion form depicted on the LUPAG Map for this area of North Kona. <br />The Keahole to Kailua Development Plan, adopted by the County Council by <br />Resolution on April 3, 1991, designates the area for Residential Expansion. The <br />requested change of zone would be consistent with expansion of urban uses suggested by <br />the Keahole to Kailua Development Plan. Therefore, it is determined that the request is <br />consistent with other land use planning documents for this area of North Kona. <br />
