RESOLUTION URGING THE TAKING OF STEPS TO PRESERVE THE OPEN VIEW <br /> <br /> PLANE, HISTORIC SITES AND TRADITIONAL ACCESS ALONG THE COASTLINE <br /> OF THE NORTH KOHALA DISTRICT, HAWAII <br /> Adopted by the Hawaii County Democratic Party 5/5/90 <br /> and by the State Democratic Party 5/26/90 <br /> WHEREAS, lands makai of the Kawaihae-Mahukona-Hawi Road to <br /> Upolu Point and the northern coast of the North Kohala District <br /> are in a relatively undeveloped state; and <br /> WHEREAS, the area contains Lapakahi State Park, an ancient <br /> Hawaiian coastal settlement; Mookini Heiau State Monument, one of <br /> the most famous heiaus; Ramehameha"s birthplace, and numerous <br /> other historical sites; and <br /> WHEREAS, the State Office of Planning's West Hawaii <br /> Regional Plan (Nov. 1989) calls for clustering resort development <br /> in three nodes in South Kohala and North Kona and avoiding the <br /> "sprawl" of resorts and resort residential development along the <br /> rest of the coast; and <br /> WHEREAS, the State Legislature (both houses, Res. #179) in <br /> 1988 called on the State and County governments to wort. together <br /> to preserve the public view and open space makai of the Kawaihae- <br /> Mahukona-Hawi Road and further called for collaboration to <br /> discourage subdivision and building development, despite which <br /> the governments have issued new development approvals; and <br /> WHEREAS, a petition circulated on the is-land +af Hawaii <br /> calling for the halt of all development along the North Kohala <br /> coastline until "a thorough study of the scenic, historic, <br /> recreational and biological values" of the coast can be studied <br /> was signed by 5,650 people 1,030 of them residents of North <br /> Kohala.; and <br /> WHEREAS, The Planning Committee of the County Council passed <br /> a resolution (June 14, 1989) calling for the preservation of the <br /> North Kohala coastline; and <br /> WHEREAS, DECISIONS --Action 90"s, a report to Hawaii County <br /> calls on the State and County to "quickly and clearly establish <br /> areas in the County that are never to be developed." <br /> WHEREAS, a report of the North Kohala Citizen Participation <br /> Committee says the people of Kohala want to maintain "the natural <br /> and. open space character and existing viewplanes" of the <br /> coastline, to retain continuous lateral access and traditional <br /> mauka-makai access and to preserve the historic sites "most of <br /> which exist within a quarter of a mile from the ocean;" and <br /> <br />
