(The General Plan lists less than <br /> a doyen historic sites for Kohala, despite the fact that several hun.l~red <br /> have been identified by local residents.) <br /> 3) The County will work with the coan~nunities and residents of Kohala to <br /> collect the oral history of the historic sites, structures, and places <br /> located throughout Kohala. <br /> The County will work with the communities and residents of Kohala to <br /> ensure that land uses or development do not infringe upon historically <br /> significant sites, structures or places or disrupt the cultural continuity of <br /> use of these places. (This may be achieved through the adoption of <br /> several aneasures such as creating a coffiaprehensive inventory of <br /> significant Distoric and cultural Sites, structures and places, creating a <br /> historic Conservation ®verlay zone; creating a historic and Cultural <br /> Preservation Review hoard (at both the County and coanmunity level} to <br /> review all development proposals to ensure that they do not advea-sely <br /> affect cultural continuity, traditions, or the historic character of <br /> Kohala.) <br /> 5) The County will work with communities and residents of Kohala to <br /> ensure that access to historic sites and traditional places used by local <br /> residents will be protected and their right to access will be secured and <br /> Bnaintained. {T1sc of locked gates acts against access.) <br /> 6) The County will work with the communities and residents of Kohala to <br /> ensure that sites and places deemed sacred, traditional, or historic to <br /> the Hawaiian culture will not be econoa~nically or comnnercially <br /> exploited. <br /> 7) The County shall mvork with the communities and residents of Kohala to <br /> create educational opportunities, to serve both local residents and <br /> communities as well as visitors, to provide greater awareness and <br /> appreciation of the history and cultural significance of this area. <br /> 8) The County will work with residents and communities to preserve the <br /> rural and agricultural character and pristine quality of this district. <br /> <br />
