K. Kellogg Foundation. As the Kellogg Foundation described <br /> ~t, "Managing Information with Rural Ar„enca (MIRA) is a grantmaking initiative of ~OUr~ ;i:;~;~,_ . , <br /> Systems; Rural Development program area. It seeks to draw upon the reservoirs of strength, <br /> tenacity, and civic commitment +n rural communities and to help rural people use technology <br /> ielectronic comrnunicatrons and information systems) as a tool to meet current and fut:,re <br /> challenges " The Nawai' i Island MIRA Custer formed under the fiscal management o` the Big <br /> Island Resource Conservation and bevelopment Program (81RC&D), anon-profit organization <br /> based {n Hilo, Havdai' i, with teams representing the communrtres of: <br /> ~ Rural South Hilo ~ Honaunau <br /> Laupahoehoe ~ Ocedn View <br /> ~ Honomu ~ Na'alehulPahala <br /> ~ Ho' okena ~ Volcano <br /> ~ North & South Kona ~ Lower Puna <br /> The grant functioned m reverse of typical grants in that the Kellogg Foundation required a <br /> sexes of 6 daylong workshops, one-per month, to be completed before they accepted grant <br /> proposais from the individual learns. The Keilogg Foundation, vrith help from the Heartland <br /> Inst+tute established a listing of workshop themes ar,d potential presenters for the various <br /> tk,emes. The Kellogg Foundation funded the entire cost of the <br /> workshops n,clud;ng, the presenter's stipend, rent for the venue, and a luncheon. Team <br /> members t+me and travel cost avere not reimbursed. <br /> The teams were required to meet several criteria before becoming eligrble to submit a grant <br /> for consideration. These cntena induced <br /> ~ Teams of t0 members with 5 alternates <br /> ~ Attendance of at least 1 0 members to each of the workshops. <br /> Eight of the teams met these criteria, applied for and received a grant to fund the+r project. <br /> The Kona MIRA Team focused on the County General Pfan, which was up for its mandated <br /> I 0-year review without funding allocated to tarry-out review process. <br /> PURPaSE. <br /> <br />
