179 <br /> H.D. 1 <br /> N'OLlK l'f:H:N'I'}I I.t:LISLA'1'URE, 1988 <br /> l~ <br /> v~~ <br /> URGING THE RETENTION OF VIEW AND OPEN SPACE MAKAI OF KAWAIHAEm <br /> MAHUKONA-HAWI ROAD FROM RAWAIHAE `TO UPOLU POINT, HAWAII <br /> WHEREAS, lands makai of the Kawaihae-Mahukona-Hawi Road are <br /> currently in a relatively undeveloped state; and <br /> WHEREAS, the area contains Lapakahi State Historical Park, <br /> an ancient Hawaiian coastal settlement, and, Mookini Heiau State <br /> Monument, one of the most famous heiaus on the island; and <br /> WHEREAS, the State Department of Transportation has <br /> previously recognized the value of makai views by requiring the <br /> location of all utility poles on the ~nauka side of Queen <br /> Kaahumanu Highway immediately south of the Fawaihae-Mahukona-Hawi <br /> Road; and <br /> WHEREAS, existing State zoning does not provide for urban <br /> development on the vast majority of these lands; and <br /> WHEREAS, the makai area lies in large measure within the <br /> Coastal Zone Management area administered by the State; and <br /> WHEREAS, the makai area also lies within the Special <br /> Management Area administered by the County; now, therefore, <br /> BE Ifi RESOLVED by the Senate of the Fourteenth Legislature <br /> of 'the State of Hawaii, Regular Session of 1988, the House of <br /> Representatives concurring, that the State and the County ' <br /> governments are urged to work together in a collaborative effort <br /> to ensure that the public view and open space currently existing <br /> makai of the Kawaihae-Mahukona-Hawi Road be preserved; and <br /> BTd IT FaURTHER RESOLVED that the State and County governments <br /> work in close collaboration to discourage subdivision and <br /> <br /> I;~ building development makai of the Kawaihae-Mahukona-Hawi Road; ' <br /> and <br /> r~ ~ I <br /> RFS1217 SCR R0041 <br /> <br />
