IICPD YOUTI-I DETERRENCE PROGRAM <br /> lO~IISSION/GOAL: <br /> Reduce the number of alcohol related traffic fatalities involving the under 21 driver be <br /> apprehending potential under-aged' drunk drivers before they operate a motor vehicle and <br /> by deterring under-aged drinking and driving. <br /> STRATEGIES: <br /> To increase enforcement of liquor laws for those under the age of 21 by: <br /> 1. Use 700 hours of overtime for enforcement efforts. <br /> <br /> - - 2. Affect 100 arrests of persons under the age of 21 for violations of liquor laws. <br /> 3. Affect 50 arrests of persons under the age of 21 for other violations. <br /> 4. Conduct 25 operations targeting Rave Party incidents or large gatherings in public <br /> places. <br /> 5. Increase contacts with youth under the age of 21. <br /> SOLUTIONIIIVIPLEMENTATION: <br /> The Hawaii County Police I}epartment will generate 700 overtime hours to conduct at <br /> least 25 youth deterrence projects island-wide. <br /> EVALUATION: <br /> • Rate of alcohol related traffic fatalities involving the under 21 driver. <br /> • Number of arrests of persons under the age of 21 for violations of liquor laws. <br /> • Number of arrests of persons under the age of 21 for other violations. <br /> • Number of operations conducted. <br /> <br />
