We are also submitting for the record the State Land Use Commission Findings of <br /> Fact, Conclusions of Law, and Decision and Order for the Boundary Amendment. <br /> The Newton Family proposes an eight-lot subdivision of the 884-acres within the <br /> Agricultural District. The subdivision parcels will range in size from 80 acres to <br /> about 153 acres. The proposed subdivision is intended primarily for the use of <br /> members of the Newton family as part of its estate planning. <br /> The proposed subdivision will be served by a private access from Wilder Road, a <br /> County right-of-way that connects with Kaumana Drive. The access is located within <br /> an existing easement that is unimproved and will require a paved road. <br /> Alternatively, access may be provided from an existing County Department of Water <br /> Supply service road located near the Newton Family's existing access easement. <br /> The subdivision will also be served by water, power, and telephone. <br /> Now that the 884-acres is in the State's Agricultural District, land use permits and <br /> approvals required for the proposed subdivision are 1) an amendment to the County <br /> General Plan, 2) an amendment to County Zoning Ordinance, and 3) subdivision <br /> approval. <br /> The proposed subdivision is located in an area designated as Orchard and Intensive <br /> Agricultural on the current County General Plan. This area is proposed to be <br /> changed to Extensive Agriculture in the General Plan Update. It is a logical to have <br /> the Newton Family's 884-acres covered by the same designation, Extensive <br /> Agriculture. <br /> <br /> Today George and I are asking for your approval of the General Plan amendment as <br /> shown as B-18 on the list of proposed revisions on South Hilo Map 3 of the General <br /> Plan Update Program. <br /> We ask for your favorable approval of proposed revision B-18 that will change the <br /> General Plan designation of the 884-acres of Newton Family property from <br /> Conservation to Extension Agriculture. This change would definitely assist with the <br /> Newton Family's estate planning. <br /> If approval is granted to General Plan change B-18, the Newton Family would then <br /> seek appropriate County zoning for the 884-acre area.
