Arakaki, Chairman <br /> <br /> and Members of the County Council <br /> <br /> Page 2 <br /> determining urban growth for the next ten years, or in amending the boundary, land <br /> contiguous with existing urban areas shall be given more consideration than non- <br /> contiguous land, and particularly when indicated for future urban use on state or county <br /> general plans." The subject property does conform to this standard as it is situated <br /> adjacent to existing Urban-designated lands. These lands include the adjacent Kealoha, <br /> Kailua View Estates and Kona Heights Subdivisions. These subdivisions are well <br /> established as residential areas that have solidified this section of North Kona as a <br /> residential community. <br /> The reclassification action would conform to the following goals, objectives <br /> and/or policies articulated in the Hawaii State Plan: <br /> a. Greater opportunities for Hawaii's people to secure reasonably priced, <br /> safe, sanitary, livable homes located in suitable environments that <br /> satisfactorily accommodate the needs and desires of families and <br /> individuals. <br /> b. The orderly development of residential areas sensitive to community needs <br /> and other land uses. <br /> c. Effectively accommodate the housing needs of Hawaii's people. <br /> d. Increase homeownership and rental opportunities and choices in terms of <br /> quality, location, cost, densities, style and size of housing. <br /> e. Promote design and location of housing developments taking into account <br /> the physical setting, accessibility to public facilities and services, and <br /> other concerns of existing communities and surrounding areas. <br /> The Urban District request would be consistent with the goals and polices of the <br /> Housing Element of the Hawaii County General Plan by creating additional residential <br /> housing opportunities for the residents of this island. <br /> The Urban District request also conforms to the General Plan Land Use Pattern <br /> Allocation Guide (LUPAG) Map, which designates this area for Urban Expansion. The <br /> Urban Expansion Area allows for a mix of high density, medium density, low density, <br /> industrial and/or open designations in areas where new settlements maybe desirable, but <br /> where the specific settlement pattern and mix of uses have not yet been determined. This <br /> request is to allow an urban development, a planned low-density residential subdivision. <br /> Low Density Urban development is defined as Residential uses at a density of four units <br /> per acre and certain neighborhood commercial uses are permitted within this designation. <br /> <br />
