June 19, 2002 <br /> County Council <br /> County of Hawaii R ~~#v <br /> 25 Aupuni Street _ <br /> Hilo, Hawaii 96720 ~ ~ <br /> ~ r-: <br /> Coun4y Council E ~ ~ <br /> Gentlemen: <br /> Liliuokalani `Trust <br /> Proposed Revisions to LUPAG Map 3~ North Kona, Hawaii <br /> This testimony is to supplement Liluokalani Trust's previous comments on <br /> drafts of the General Plan update program submitted in September, October, and <br /> November of 2000, and it covers specifically Trust lands affected by the proposed <br /> revisions to LUPAG Map 3 for North Kona. Attached is a copy of the LUPAG map <br /> showing the approximate location of the Trust land. <br /> G-17 Resort to Open - It is believed that this change in designation is <br /> located on the State's Kealakehe land and not on the Trust's Keahuolu land. If so, <br /> then the redesignation to Open may be appropriate. If the Resort designation is on <br /> the Trust's land, then the Trust wishes to oppose the redesignation to Open as, <br /> eventually, the Trust plans urban uses for its makai lands of which this is a part. <br /> G-19 Industrial to Urban Expansion and Open -This area coincides with <br /> Phase 2 of the 1991 urban reclassification by the State and will be used in time by <br /> <br /> the Trust for urban uses. Thus, the Trust supports this redesignation. <br /> G-23 Urban Expansion to High Density Urban -This area coincides with <br /> the 315-acre area reclassified to Urban by the State in 1991 and rezoned to <br /> General Commercial by the County in 1993. The Trust is steadily expanding its <br /> Makalapua Center which includes Kmart, Macy's and Makalapua Cinemas within <br /> <br /> this area. Thus, the Trust supports the proposed redesignation. <br /> Proposed Urban Expansion Makai of Queen Kaahumanu Highway -This <br /> proposed redesignation would enable the Trust to use these lands as part of its <br /> planned makai urban expansion over the years ahead and, thus, the Trust supports <br /> the proposed redesignation. The area now includes the Trust's Children Center <br /> facilities. <br /> Proposed Important Agricultural Lands Mauka and Bordering Mamalahoa <br /> Highway -This proposed redesignation consolidates two former designations <br /> (Orchard and Extensive Agricultural) into one, Important Agricultural Lands, as far <br /> ~omxr~. ~Io. m„Q <br /> Fite No. <br /> ~e>', fio: <br /> ~~f.
