Problem: Lack of balancing land uses in Puna <br />The County of Hawaii General PIan, environmental protection and <br />democracy all require that a complete range of land uses be provided <br />in every community, so that }obs and services are located conve- <br />niently close to residences, and so that every community accommo- <br />dates its "fair share" of Locallv Unwanted Land Uses (LLTLLUs), such <br />as low-income housing, homeless shelters, power plants, and solid <br />waste disposal facilities. <br />Puna lacks most of these kinds of balancing land uses that would <br />provide a basis for economic development and necessary community <br />support facilities at build -out. <br />
