14 Jul.'02 <br /> <br /> Hawaii County Council _ _ _l <br /> <br /> James Arakaki <br /> 25 Aupui St. <br /> Hilo, HT 96720 <br /> Subject: Proposed Ocean View Area for Businesses <br /> Dear Councilman Arakaki. <br /> I am a resident of the Ocean View area, a 40 sq. mi. community made up of 5 sub- <br /> divisions. I-lwy. l l cuts throug'~ a little below the middle of the area with 4 subdivisions <br /> on the m.~kai side of the high~v~ay with approximately 1,500 three acre lots. The mauka <br /> side has one sub-division made up of a little over 11,000 one acre lots, bringing the total <br /> number of lots in the Ocean View area to at least 12,500. <br /> The Hawaii County Strategic Plan now being reviewed by the County Council proposes <br /> an area for business only on the makai side of Hwy. l l for Ocean View. This is a little <br /> confusing since there are already well established businesses on each side of the <br /> highwray. Since Hwy. l l is a State highway, the State has not permitted any direct access <br /> to the highway except from existing sub-division roads which eliminates any advantage <br /> from any sub division. <br /> The Ocean View area presently is about 12% built-out with a population of just under <br /> 3,000, however it is growing very rapidly. The 2000 census showed a 124% increase <br /> since tl~c previous census. Looking and planning ahead to when Ocean View approaches, <br /> or reaches 100% build~out evitl~ a potentia133,000 plus population, and nearly 90 <br /> living on the mauka side of the highway, how can the main business area be justified <br /> being placed on the makai side .This represents a lot of cars crossing a busy highway.
