In 1990, DECISIONS -ACTION 90's, a report to Hawaii County calls on state and County <br /> to "quickly and clearly establish areas in the County that are never to be developed" and as <br /> examples where development should be discouraged cites "North Kona and Kohala". <br /> In 1991, The NORTH KOHALA COASTLINE CONFERENCE sponsored by the Kohala <br /> Community- Association and the U.H. Sea Grant Program,called for the establishment of a bread <br /> Scenic and Historic Heritage Area and development of an Integrated Coastal Resource <br /> Management Plan for resource conservation. <br /> ---In 1992, THE NORTHWEST HAWAII OPEN SPACE AND COlvh\<IUNITY <br /> DEVELOPMENT PLAN, calls for a comprehensive effort to protect valuable coastal areas as <br /> open space for public use and enjoyment. The plan recagriizes that there has been significant <br /> public interest ir. establishing a "no resort development' policy for lands makai of Akoni Pule <br /> highway between Kawaihae to Upolu Point and identifies this entire coastline to be established <br /> as park land and recommends that a serious planing and land acquisition program be initiated so , <br /> that, in time, most of these coastal lands can be acquired and set aside for public use. <br /> ---In 1993, "THE DRAFT NORTHWEST HAWAII REGIONAL PLAN", with revisions, is <br /> intended to supersede the 1983 North Kohala Community Development Plan upon its <br /> adoption. This plan, like the development plan is to implement the General Plan under a shorter <br /> (10 to is-year) time frame. The plan indicates a coastal access trail around the entire coast <br /> including in the location of the subject C&R's. <br /> --In 1994, SENATE RESOLUTION 85 was passed requesting the Department Of Land.and <br /> Natural Resource to assess the recreational, scenic, and historicaUcultural resources of the 29 <br /> miles of North Kohala coastline along Akoni Pule Highway between Kawaihae Harbor~and Upolu <br /> Point for possible public acquisition prior to construction of any additional infrastructure. <br /> In 2000, THE KOHALA HISTORIC AND PRESERVATION COMMITTEE collected well <br /> over six hundred signatures from Kohala residents and submitted them as part of a community <br /> response to the update of the Hadvaii County Comprehensive Plan, urging the preservation and <br /> protection of the region from Kawaihae to Pololu Valley. <br /> ---In 2G0 i, SENATE CONCURRENT RESOLUTION 146, S. D. 1, passed both houses of the <br /> State Legislature, urging the retention and preservation of open space and view planes, historic <br /> sites, and traditional access along the coastline of the North Kohala District and again called for <br /> collaboration to discourage subdi~~ision and building development. <br /> In 2001,The STATE BOARD OF LAND AND NATURAL RESOURCES chairperson, Mr. <br /> Gilbert Coloma-Agaran, testified before the State Senate Committee of Water, Land, Energy and <br /> <br /> Environment, recognizing the significance of S.C.R. NO. 146, S.D. 1, pledged it's support to <br /> coordinate with the County Of Hawaii and the residents of Kohala. <br /> ---In 2002, The COUNTY OF HAWAII PLANNING COMMISSION and agreed to by the <br /> <br /> Planing Director, recognizing the significance of the feeling of open space that is so important to <br /> <br /> North Kohala have incorporated into the Hawaii County General Plan Revision, SENATE <br /> CONCURRENT RESOLUTION 1~6, S.
