WHEREAS, almost all of t};e land for which protection is <br /> <br /> sought lies within ti:e Coastal Zone Management area administered <br /> <br /> by the State and the Special Management Area administered by the <br /> <br /> County. The area is defined by the land makai of the Akoni Pule <br /> highway from the district boundary near Kauaihae to Upolu Point, <br /> including Puu Kehoni and including the Special Management Area. <br /> along the north coast to the bou:tdary in the Kohals valleys; and <br /> WHEREAS, almost all of the coastline is owned by six major <br /> land owners including the State of Hawaii, and all of those <br /> owners have holdings mauka of the coastal area; and <br /> WHEREAS, the ulti.nate economic future of West Hawaii may <br /> depend on having natural open areas; and <br /> ~1HEREAS, the State of Has:aii has no other fully unspoiled <br /> view of coast on an existing highway immediately adjacent to <br /> seasonal Whale actin ity; ther:fore nova <br /> BE IT RESOLVED that the Hacaaii County Democratic Party urge <br /> the State and County governments to develop and implement a plan <br /> to protect the open nature of the coast, preserve it"s valuable <br /> historic sites and promote non-exclusive enjoyment of it by <br /> residents and visitors alike; and <br /> BE IT FURTHER RESOLVED that copies of this resolution be <br /> sent to the Hawaii County Council, the County Planning <br /> Departaent, the State Land Use Commission and the Office of S tate <br /> Planning. <br /> <br />
