In April, 2001, SENATE CONCTJRRENT RESOLUTION 146, Senate Draft 1, passed both houses of the <br /> State Legislature, urging the retention and preservation of open space and view planes, historic sites, and <br /> <br /> traditional access along the coastline of the North Kohala District and again called for collaboration to discourage <br /> subdivision and building development. <br /> In November, 2001 the COUNTY OF HAWAII PLANNING COM1~iIISSION during the Hawaii County <br /> General Plan Revision suggested to incorporate Senate Resolution No. 146 Senate Draft 1 into the new General <br /> Plan. This suggestion was also agreed upon by yourself, the Planning Director. Changes to the general plan text <br /> now read, "The agricultural lands ofR~"orth Kohala also create much of the feeling of open space that is so <br /> important to the area. A number of legislature resolutions have supported the protection of view planes and open <br /> space from the main highway (Akoni-Pule) to the sea, most recently Senate Concurrent Resolution No. 1 ~6':...... <br /> "In reviewing Special Permit Applications, re~onings, and other land use changes in the Agricultural District, <br /> great care should be given to preserve existing view planes to and along the coastline': <br /> <br />
