This comment is regarding the aspect of the district of Puna shoreline in <br /> Opihikao. <br /> I own a property that is zoned conservation. However, I am unable to acquire a permit to <br /> build a simple structure for the future of my mo'opuna kuhikahis (Great Grandchildren). <br /> The reasoning is that I am unable to afford the exorbitant fee for the conservation permit <br /> which includes a consultant fee which is a private corporation. As a Hawaiian I feel that I <br /> am being discriminated against being a Hawaiian in my own homeland. I believe that a <br /> type of waiver system should be implemented in such cases as mine and my fellow <br /> Hawaiians. <br /> Native Hawaiians are the most impoverished of any ethnicity in Hawaii Nei. <br /> The alarming statistics show that Native Hawaiians have the highest statistics regarding <br /> poor health, education, drug abuse, divorce, child abuse, suicide, alcoholism and <br /> incarceration. <br /> Therefore, I implore the Hawaii County Council to amend the 2002 Hawaii County <br /> General Plan, to help Hawaiians in their ability to live on the land. An exemption to <br /> existing regulations in the case of Hawaiians is very much needed. <br /> Hawaiians are an endangered species! As host people of this island I ask that necessary <br /> amendments to the 2002 Hawaii General Plan will consider this `Catch-22 Situation', <br /> which faces the Hawaiian people. <br /> ah to nui loa <br /> ~ <br /> <br /> A.
