Ph. c6oe~ 3zs-4713 <br /> Public Hearing May 20, 1997 - 9:00 AM <br /> Council Chambers <br /> Honorable Chair and Members of the Council <br /> The Hawaii Island Economic Development Board applauds the level of <br /> initiative and interest exhibited by Council members and staff during the <br /> lengthy hearing process relative to Bi11 #62. <br /> We understand that a draft #3 submittal is pending which may incorporate <br /> additional requirements such as an irtdepertdent economic analysis, private- <br /> . sector partnership, and EIS review if appropriate for specific project <br /> components. We believe such language will satisfy outstanding concerns <br /> and protect general public interest, safety and health. <br /> In our public testimony on May 15, 1997, we noted that the State Civil Defense <br /> Agenc}' has resource information on statewide models and procedures for <br /> similar industrial facilities under NRC guidelines for training and emergency <br /> procedures. We are confident that the highest construction standards can be <br /> applied to this project, and that appropriate mitigation measures can be made <br /> by siting the project outside of tsunami, inundation or high volcanic hazard <br /> zones. We believe that appropriate safety training and handling techniques <br /> can be supplied by independent professional oversight in cooperation with <br /> the project developer and county resources. <br /> We would be pleased to provide our resources to any joint continuing <br /> initiative undertaken to supply the public with balanced, factual, science- <br /> based information on this important socio-economic development <br /> opportunity. In light of external ideological pressures, it has become <br /> increasingly difficult to conduct civil discourse on this issue.
