Mr. Chairman, the main that reason I used rhos parliamentary procedure is that there are 4wo rrtembeeS of the Council who are missing. Not because they don't want to be here, they have other obligations, they're exctased. And I think it's very i~rapnrtant that they be biven an oppoa4raaaity to be heard. I'rn not sure, other than what I see in the Committee level, how they're going to vote=Accrtainly they haven t seen Draft 3--brat I think it's only fair, not only to Mrs. l>eithead-Todd but also to your position, Mr, Chairman, and your concern that they hear this.
