No. 742/Bill No. 259 <br /> <br /> PLACE: Council Chambers <br /> <br /> TIME: 10:05 a.m. <br /> <br /> Council Chair and Members <br /> <br /> I-lawai`i County Council <br /> I-lilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 259, reports as follows: <br /> <br /> Bill No. 259, transmitted by Director of Finance William Takaba, via Communication No. 742, <br /> dated September 1 1, 2002, amends Ordinance No. 02-77, as amended, the Capital Budget, <br /> ending ,Lune 30, 2003, by adding the following project: <br /> PUBLIC WORKS: <br /> Hilo Traffic Circulation & Improvement 1 10-399-5391.91 $100,000 <br /> Study -Federal <br /> Funds for these projects shall be provided from federal ~~rants receivable. <br /> Funds will be used to conduct a traffic study of Kinoole Street and Kilauea Avenue from <br /> Ponahawai Street to Puainako Street and investigate alternatives to improve traffic circulation. <br /> During its discussion, Your Committee learned that this is a new type of federal program where <br /> the county matches a portion of the federal funds with in-kind services. <br /> Some members of Your Committee expressed concerns over the prioritization of traffic studies <br /> by Public Works. <br /> For information purposes.
