BPDBICOLAGK-2/15/97 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> <br /> PLANNING DIRECTOR INITIATED <br /> AMENDMENT TO GENERAL. PLAN (GP 96-21 <br /> The PLANNING DIRECTOR is initiating an amendment to the General Plan Land <br /> Use Pattern Allocation Guide (LUPAG) Map by redesignating approximately 3.4~ acres of <br /> land from Low Density Urban Development to High Density Urbap Development designation. <br /> The affected land is located within the Waiakea House Lots 1st Series, approximately 100 feet <br /> to the north of Kekuanaoa Street and borders Hinano and Laukapu Streets at Waiakea, South <br /> Hilo, Hawaii, TMK: 2-2-34:67, 68, 69, 76, 77, 104 and 106. (See Exhibit A -General Plan <br /> Amendment to LUPAG Map) <br /> GENERAL. INFORMATION <br /> 1. The Planning Director provided notice of the proposed amendment to the General Plan <br /> to the County Council and Planning Commission on November 29, 1996 and to the <br /> general public by published newspaper notice on December 3, 1996. The notice <br /> invited the public to provide comments on the proposed amendment by January 17, <br /> 1997. <br /> 2. The Planning Director conducted a public workshop on the proposed amendment on <br /> December 11, 1996. <br /> 3. Land Ownership: The seven properties (hereinafter referred to as the "subject <br /> property") are owned by S. K. Oda Trust, S. Russell Oda, Sam H. Oda, Aki Sadamoto <br /> and Hatsumi Arita. All of the landowners have given written authorization to Sidney <br /> Fuke, Planning Consultant, on behalf of Big Island Candies, Inc. to file the necessary <br /> request for an amendment to the General Plan and a Change of Zone application. <br /> Allan K. and Irma K. Ikawa have an agreement to purchase the subject property and <br /> would lease the property to Big Island Candies, Inc. <br /> Att. C-216 (Bill 64) <br /> <br />
