Arakaki, Chairman <br /> and Members of the County Council <br /> <br /> Page 2 <br /> The proposed amendment to the General Plan Land Use Pattern Allocation <br /> Guide (LUPAG) Map would further the County's goals of providing an economic <br /> environment which allows new or existing businesses [o expand and diversify the <br /> County's economic base, thereby, also increasing the choice of occupations. The <br /> proposed project's low-scale design makes it compatible with the surrounding <br /> environment with minimal social impact. The proposed amendment would be <br /> consistent with the following goals and policies of the Economic Element. <br /> Economic Element <br /> * Provide residents with opportunities to improve their quality of life. <br /> * Economic development and improvement shall be in balance with the physical <br /> and social environments of the island of Hawaii. <br /> * The County of Hawaii shall strive for diversity and stability in its economic <br /> system. <br /> * The County shall provide an economic environment which allows new, <br /> expanded, or improved economic opportunities that are compatible with the <br /> County's natural and social environment. <br /> * The County of Hawaii shall strive for an economic climate which provides its <br /> residents an opportunity for choice of occupation. <br /> * The County of Hawaii shall encourage the development of a visitor industry <br /> which is consistent with the social, physical and economic goals of the residents <br /> of the County. <br /> The overall objective is to develop a new facility and relocate the existing retail <br /> and production operations within the Waiakea Houselots area. Since 1977, Big Island <br /> Candies, Inc. has been retailing deluxe cookies, baked products and candies to visitors <br /> and island residents. The present Big Island Candies facility, located on the mauka <br /> side of Kalanianaole Street within the Kalanianaole Industrial area since 1989, is not <br /> readily suitable for its existing and planned operations. The present location is too <br /> small to allow for expansion, the existing building layout is inefficient and traffic <br /> egress to Kalanianaole Street is often difficult. The new facility and location would <br /> provide adequate operation space to produce additional local goods (e.g., dairy or <br /> pastry products) and optimize production efficiency, amenities for the employees, a <br /> lush and inviting garden setting for visitors and residents, expand the retail line and <br /> <br />
