The applicant has stated that the present economic cycle has created <br /> problems for the development which affected demand, value and their ability to finance <br /> the required improvements. Based on the above chronology, the applicants have shown <br /> effort to complete the development by securing Tentative Subdivision Approval. <br /> Non-performance by the applicant is the result of several conditions that were beyond <br /> the control of the applicant and has not been the result of fault or negligence.
