Arakaki, Chairman <br /> <br /> and Members of the County Council <br /> <br /> Page 9 <br /> The only existing industrial zoned lands in the Puna District are located off <br /> Highway 11 at the Shipman Industrial Park, approximately .7 miles from the subject <br /> property. The County Council approved the General Industrial (MG-20) zone district <br /> effective August 19, 1986, for approximately 488 acres of land for the development <br /> of Shipman Industrial Park. A portion of the Shipman Industrial Park has been <br /> subdivided in increments between 1987 - 1991. There are presently a total of 88 lots <br /> with average lot size ranging from one half acre to 3 acres. According to Real <br /> Property Tax records, approximately two-thirds of the lots have been sold in fee. The <br /> existing uses in the area include: heavy equipment construction baseyards, building <br /> supplies baseyards, paving construction baseyards, distributor warehousing, <br /> supermarket warehousing, industrial/manufacturing baseyards and other uses. Allied <br /> Aggregates leases one of the larger lots for its existing quarrying operation. For the <br /> East Hawaii area, industrial zoned lands and activities are primarily located in the City <br /> of Hilo at the Hilo harbor, airport and Kanoelehua Industrial areas. Industrial <br /> expansion since 1970 has largely occurred through the expansion and in-filling of these <br /> areas. <br /> Also, in the General Plan, a Course of Action for industrial development within <br /> the Puna District recommends that "The County shall identify sites suitable for future <br /> industrial activities." This request would be consistent with the urban form depicted <br /> for Puna in that it would add industrial uses serving the Keaau area and its surrounding <br /> Puna region in close proximity to other industrial zoned districts and activities. <br /> The Change of Zone request from Agricultural-20 acres (A-20a) to Family <br /> Agricultural-3 acres (FA-3a) zoned district will conform to the following goals, <br /> policies and standards of the Agricultural Element. <br /> * Protect and encourage the intensive utilization of the County's important <br /> agricultural lands. <br /> * Identify, protect and maintain important agriculture lands on the island of <br /> Hawaii. <br /> * The compatibility of agricultural and non-agricultural uses should be carefully <br /> reviewed and where appropriate, buffers required. <br /> * Rural-style residential-agricultural developments, such as new small-scale rural <br /> communities or extensions of existing rural communities, shall be encouraged in <br /> appropriate locations. <br /> The remaining 17±-acre portion of the subject property is proposed to be <br /> rezoned from A-20a to FA-3a in order to create approximately five 3-acre lots. This <br /> 17± acres portion of the property would remain within the State Land Use Agricultural <br /> district. Family Agricultural (FA) is a new zone district, and according to <br /> Section 25-5-60, Hawaii County Zoning Code, would allow for "small-scale <br /> agricultural operations associated with residential activities and which may be <br /> characterized by farm estates, small acreage farms, or subsistence lots."
