However, we <br /> are not recommending that a crossing guard be placed at the <br /> intersection of Old Pahoa Village Road/Route 132 at the present <br /> time. It could pose a potential liability for the County and <br /> State, and hinder traffic flow. <br /> Both, the Old Pahoa Village Road/Route 132, are governed by <br /> stop signs, and traffic flows smoothly without interruption. <br /> No problems were observed with pedestrian crossing, which is <br /> minimal in the morning but increases in the afternoon. <br /> Correspondence has been sent to Ms. Patricia Bergin, District <br /> Superintendent of the State of Hawaii Department of Education, <br /> with the findings of our study. <br /> <br />
