We support the Hawaii County Police Departments budget and stand behind Chief Lawrence Mahuna in his efforts to efficiently manage the Pofice Department. On Mazch 13, 2003, I received a copy of the proposed budget for the Hawaii County Police Department for the fiscal yeaz 2003-2004. Upon reviewing this document I have only one concern: On page 75, line item 112, Mileage and Auto Allowance, shows m increase in the monthly allowance. I expound in the paragraphs to follow so that you aze cognizant of my efforts to negotiate this cost item On February 25, 2003, I spoke with Mayor H. Kim to discuss an increase for Police Officers monthly subsidy for their police vehicles. I presented the present cost and a proposed cost showing the exact amount of money that the County needed to appropriate to the Police Department to fund this cost. I had been dvected by the States negotiator Dennis Neufeld; Department of Personnel, City and County of Honolulu to meet wRh my mayor to discuss this issue covered by the SHOPO Contract (CBA) under Article #18, Subsidized Automobile Allowance.
