Arakaki, Chair <br /> and Members of the Hawaii County Council <br /> Hawaii Cowity Council <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> Dear Chair Arakaki: <br /> Subject: Bill 17, Draft 3, District Classification Change Request <br /> Applicant: Matsuno Enterprises <br /> Waiakea, Hilo, TMK: (3) 2-2-040:014 & 069 <br /> Thank you for allowing us the opportunity to submit testimony regarding the above subject <br /> district classitication change request. <br /> As you are aware, the subject parcels are directly adjacent to the Department of Hawaiian Home <br /> Lands (DHHL) Waiakea Residential Subdivision that consists of approximately 240 single- <br /> family homes. <br /> We have submitted written and oral testimony to the Council's Committee on Planning and the <br /> Planning Commission in relation to our concerns regarding this project. Our main concern has <br /> been and remains to be the additional traffic that this development would generate at the <br /> Pilipaa/Puainako Strcct intersection and through our residential subdivision at Pilipaa Street and <br /> Ohuohu Strcct. <br /> We have reviewed the comments of Planning Director Christopher Yuen and agree that allowing <br /> egress from the project onto Puainako Street would create difficulty at the Pilipaa/Puainako <br /> intersection and additional traffic through our subdivision. We are pleased with the Draft 3 <br /> condition that allows only right-turn in movements from Puainako. However, we believe that <br /> patrons leaving the project wishing to go in the Puna direction on Kanoelehua, will turn right <br /> onto Puainako then right onto Pilipaa or Ohuohu streets, continue through our subdivision to <br /> Kahaopea Street, then on to the intersection at Kahaopea and Kanoelehua. <br /> In consideration of the residents on Awapuhi Strcct we note that Draft 3 includes au additio t <br /> Qomm.
