RECOMMENDATIONS <br />**** The Hawaii County Police Department should <br />immediately commence the necessary investigation <br />and studies to determine actual costs, and other <br />details required to implement a possible fleet of <br />marked police cars for the County of Hawaii. <br />**** West HawanCrime Stoppers stand ready to assist <br />in every way with the study. We have experts among <br />our Directors who are ready to help in every way. <br />**** If the study supports our claim that funds can be <br />saved then a phase in and change from subsidized <br />vehicles should be planned. WHCS recommends <br />that detectives who will be driving unmarked police <br />cars under the WHCS plan be the last group who <br />receive police cars. This would also be true of <br />other members of the department who would be <br />driving unmarked cars. This we believe would <br />probably total around 120 cars, leaving 231 cars <br />required under the present total figures we have. <br />**** WHCS believes the 231 should be purchased the <br />first year and the balance required the second year. <br />**** Certain grants are not available if a subsidized vehicle <br />system is used and WHCS believes HCPD are <br />missing opportunities. If a decision is made to move to <br />fleet of marked police cars this needs good planning. <br />(2) <br />
