**** VISITORS SHOULD GET USED TO ONE BLUE LIGHT. <br />Comment: We feel the same as previous comment. <br />**** IT AVOIDS A WHOLE GAMUT OF PROBLEMS WITH <br />AVAILABILITY AND RESPONSE TIMES AND ITS <br />MUCH MORE COST EFFECTIVE. <br />Comment: With "Take Home" cars as WHCS is proposing these <br />concerns are not valid. <br />**** WE FIND THAT VEHICLES LAST LONGER WHEN THEY <br />ARE PERSONALLY OWNED. <br />Comment: From our study and discussions with mainland police <br />departments there is no evidence or statistics available <br />to support this statement. In fact with "Take Home" <br />vehicles as WHCS is proposing quite the opposite occurs <br />and officers demonstrate a great deal of pride. <br />**** HIGH VISIBILITY OF POLICE DOES NOT NECESSARILY <br />EQUATE TO LOWER CRIME, THUS, MERE PATROLLING <br />BY MARKED VEHICLES DOES LITTLE TO EFFECTIVELY <br />ADDRESS CRIME RATES. <br />Comment: This statement by the former police chief difers greatly <br />from the experience of many police chiefs we have contacted. <br />They state the very opposite. Recently in Honolulu we saw <br />five marked police cars at one time outside the sub police <br />station in Waikiki. The changes in that area from some years <br />ago are tremendous. If ex Chief Correa is correct why do <br />Honolulu Police Department maintain a policy of good <br />visibility? We did not see any crimes being committed and <br />at least two cars.were stationed in the area, day and nigh; <br />(6) <br />
