Schutte, Chairman <br /> and Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> Dear Chairman Schutte and Members: <br /> <br /> Change of Zone Application (REZ 94-21) <br /> Applicant: Mauna Kea Holding Company, Inc. <br /> Tax Map Key: 2-1-3.2 end gr n of 23 <br /> The Planning Commission, after a duly held public hearing on <br /> September 22, 1994, voted to recommend for your approval the <br /> proposed legislative bill to change the district classification <br /> for approximately 29,489 square feet of land from an open (O) to <br /> a Resort (V-5.5) zoned district. The site is known as the "Ice <br /> House" on the Waiakea Peninsula, Waiakea, South Hilo, Hawaii. <br /> The applicant is requesting the change of zone to: (a) renovate <br /> the existing Ice House Building; (b) construct a second story <br /> addition to the Ice House to house a restaurant with banquet <br /> facilities and a commemorative museum; (c) construct a three <br /> story addition to the north side of the existing building with <br /> covered parking on the ground level, 5,900 square feet of <br /> commercial office space on the second level for four (4) <br /> commercial office units and 5,900 square feet of space on the <br /> third floor for five (5) residential apartments for use as <br /> transient accommodation; and (d) renovation of the building <br /> facade to resemble a Japanese tea house making it compatible with <br /> the Japanese style grounds of the Liliuokalani Gardens. <br /> The Commission concurs with the following Planning Director's <br /> reasons for recommending favorable consideration of the change of <br /> zone: <br /> The LUPAG Map component of the General Plan is a graphic <br /> representation of the document's goals, policies, standards <br /> and courses of action. The LUPAG map also a depiction of <br /> the physical relationship among the various land uses as <br /> well as establishing the basic urban and non-urban form for <br /> areas within the County. <br />
