Army Corps of Engineers <br /> <br /> designates the area as Zone "VE-14" ( base flood elevation of 14 feet). Under this <br /> <br /> designation the minimum elevation for human occupancy is 14 feet above mean sea <br /> <br /> level. <br /> <br /> <br /> DESCRIPTION OF THEE AREA <br /> <br /> 13. The project area is situated on the Waiakea Peninsula within the City of Hilo. <br /> <br /> 14. Elevation of the project site is 15 feet above mean sea level. The area is relatively flat <br /> <br /> with grades of less than three percent. <br /> <br /> 15. The United States Department of Agriculture Soil Conservation Service's Soil Survey <br /> <br /> of the Island of Hawaii identifies the soil type as being in the Keaukaha series, well- <br /> <br /> drained, thin organic soils overlying pahoehoe lava bedrock. runoff is medium and <br /> <br /> erosion hazard is slight. <br /> <br /> 16. With regard to the Overall Suitability Rating for agricultural productivity established <br /> <br /> by the Land Study Bureau, the lands are not rated because of its urbanized state. <br /> <br /> Archaeological/Historical Resources <br /> <br /> 17. The Ice House, constructed in 1949, is historical in the sense that it survived the 1960 <br /> <br /> <br /> tsunami. However, it has not been designated as an historic feature in either the <br /> <br /> Hawaii Register or National Register of Historic Planes.
