These positions are necessary to bring the Treasury staffing to an adequate level which will allow the Division to meet the ever increasing demands of the public as well as continuing to service the fiscal needs of the County. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): The increase in workload is caused by the increase in the number of registered vehicles. See Exhibit A. The staffing in Hilo has been the same since 1990, despite a steady increase in registered vehicles since 1993. 2. Can new duties be assigned to existing positions or handled in other ways such as short-term contracts, etc. No. The existing employees already have full workloads while simultaneously attempting to accommodate additional workloads. This is not a temporary condition but an upward trend driven by the population increases for this island. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): 1. The public will have a shorter wait to have their transactions processed. This is our no. 1 complaint. We are the most heavily visited county agency on a day to day basis, and over-the counter service may be the only face to face contact a citizen may have with the County. Yet, we may be sending the message that the County Government is unconcerned about their long wait in line. Businesses such as automobile dealers and car rental agencies depend on a quick tumazound for us. The dealer volume has increased markedly to the point that one person dedicated to just doing dealer work cannot keep up at times. 2. More staff will allow us to respond to telephone calls faster. During busy times, the treasury cashiering and accounting section helps to answer telephone calls which diverts them from their primary duties. Calls sometimes overflow to the Finance Director's secretary when callers become impatient. 3. Most of our business is vehicle registration renewals through the mail. We are having more difficulty in mailing out the renewal stickers in a timely manner. This prompts a call from the customer, which adds further to the workload. 4. The new position will help our staffing to maintain an acceptable level of service when someone is absent. The quality of service decreases and the stress level increases when there are multiple absences the same day due to vacation and sick leave. We are not working at a sustainable level, but starting a downward spiral whereby sick leave is increasing. This causes an additional burden on the remaining staff. They are required to work overtime which means more compensatory time. Those earning compensatory time will take their time off which leaves us with less staff. This leads to more complaints and more stress. The more abusive complainers resent that our workers have breaks and a lunch hour. They want our windows to be fully staffed at all times. Our lines no longer are formed outside the office but the queue is contained within our enclosed lobby. Unfortunately, this setup subjects everyone to an abusive complainer. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) The basic nature of the work does not lend itself to any degree of meaningful change without statutory revision. Most of the work is transactional and routine and additional staff is requested to deal with the volume. The work is time sensitive and cannot be deferred. Currently, the Senior Employment Program is providing 32 hours per week of labor through two part-time workers, providing assistance with the routine, clerical work. The other element of the work deals with interaction with human beings, which is time consuming, non-routine and unpredictable. Problems, complaints, and disputes have to be resolved. Laws have to be communicated and explained. Requests have to be researched. The legitimacy of documents has to be determined, and exceptions have to be considered. This type of work has limited application to technological change. 5. Why were manpower needs not planned through budgetary process? Fees to generate funds allowing additional positions were established by Ord. 02- 90 during the current budget year. 6. List other rationale or pertinent statements and data: The public has provided plenty of feedback that they demand to have more clerks working on the counters, want to have their phone calls answered promptly, and want a quick turnaround to their mail-in requests. The present staffing level cannot provide the service the public expects, and with increasing volume, this condition will only get worse. Vehicle registration fees were increased with the justification of improving service. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): The County's revenues increase each year. This means there aze more deposits to be receipted, more bad checks to be account for, and more adjustments to be made. Bonds are issued more frequently, and there are more dogs to license. Generally, the volume of work has steadily increased to the point where a 40-hour work week is insufficient. 2. Can new duties be assigned to existing positions or handled in other ways such as short-term contracts, etc. No. The existing employees already have full workloads while simultaneously attempting to accommodate additional workloads. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): 1. Our accounting work must be done in a timely manner. Failure to do so would jeopazdize the accuracy of the Comprehensive Annual Financial Report (CAFR), which would, in turn, affect bond underwriting, grant issuance, etc. More problems are created when accounting records are not kept current. 2. Additional staff would enhance the separation of duties, which is a form of internal control. This is an important and unique requirement of this office, which is entrusted to manage millions of dollazs of the County's monies. The backlog in the accountant's position has necessitated the Treasurer in assuming the bank reconciliation duties. Also, each staff member is assigned unique tasks, and during absences, another staff member must perform those duties. These situations create a less than ideal system of check and balances. 3. The shortage of accounting capacity forces management to assist in areas that aze falling behind. This deprives the division and county of management functions such as long range planning, customer service, staff development, and evaluating possible new initiatives. 4. More help would allow us to catch up on the backlog of work including arbitrage calculations. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) We are continuously looking for ways to increase productivity and efficiency. We have converted many spreadsheet accounting forms to Excel. We aze currently evaluating an alternative to the use of warrants. We have benefited from many, many hours of voluntary help. Currently, one of our two Senior Employment Program workers helps almost exclusively with our cashiering and accounting section. It would not be possible to accomplish our work without her help, however we need a permanent solution to our understaffing. 5. Why were manpower needs not planned through budgettiry process? Fees to generate funds allowing additional positions were established by Ord. 02- 90 during the current budget year. 6. List other rationale or pertinent statements and data: The number of staff in the cashiering and accounting section has remained at four for more than twenty years. During this period of time, more and more transactions are processed each year. Treasury receipts aze a good reflection of the volume increase (Exhibit B). The problems from understaffing aze like the cracks that are appearing in a dam. Reports are completed late, daily transactions are done in batches, and information to our constituents (other County agencies) are less timely and accurate. It is likely that the volume and complexity of the County's finances will continue to grow. The point has been reached where the workload warrants hiring another employee. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): The increase in workload is caused by the increase in the number of registered vehicles. See Exhibit A. The staffing in Hilo has been the same since 1990, despite a steady increase in registered vehicles since 1993. 2. Can new duties be assigned to existing positions or handled in other ways such as short-term contracts, etc. No. The existing employees already have full workloads. This is position is needed to reduce the use of overtime to send out vehicle registration renewals in a timely manner. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): The volume of mail has reached a point whereby the vehicle registration staff must work overtime. They would be working more overtime without this position. Adding this position is a more cost effective way to process the mail, since this position is a lower grade that the Motor Vehicle Registration Clerk position and reduces overtime costs. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) Currently, one of our two Senior Employment Program workers helps almost exclusively with processing of the mail in renewals. These workers could leave on a moment's notice if they receive permanent jobs elsewhere. 5. Why were manpower needs not planned through budgetary process? Fees to generate funds allowing additional positions were established by Ord. 02- 90 during the current budget year. 6. List other rationale or pertinent statements and data: Most of our vehicle registration renewals are processed through the mail. All of our mail is processed at the Hilo office, none in Kona. The renewals are staggered each month throughout the year. We must complete March renewals by the end of March, April's by the end of April, etc. Citizens will not tolerate driving with expired stickers. They will call us if we take more than a few days, which is unproductive when we have to answer this type of call. Renewals are mailed out 45 days before the expiration. Sometimes we are caught in the situation where the end of the month rush comes at the same time when the early birds from the next month mail in their renewals during the same time frame. It seems we get caught more and more in this backlog situation. The clerks work on mail when there is no lobby traffic, so everyone in this office is constantly busy. The volume is at the level where we will fall back some time during the month, every month. We can only offer compensatory time off, because our overtime budget was exhausted by the first quarter. So far, the staff has been great about working overtime, although it is difficult for the supervisors to be trying to staff all stations when there is so much compensatory time earned. See Exhibit A. The staffing in Hilo has been the same since 1990, despite a steady increase in registered vehicles since 1993. 2. Can new duties be assigned to existing positions or handled in other ways such as short-term contracts, etc. No. The existing employees already have full workloads. This is position is needed to reduce the use of overtime to send out vehicle registration renewals in a timely manner. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): The volume of mail has reached a point whereby the vehicle registration staff must work overtime. They would be working more overtime without this position. Adding this position is a more cost effective way to process the mail, since this position is a lower grade that the Motor Vehicle Registration Clerk position and reduces overtime costs. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) Currently, one of our two Senior Employment Program workers helps almost exclusively with processing of the mail in renewals. These workers could leave on a moment's notice if they receive permanent jobs elsewhere. 5. Why were manpower needs not planned through budgetary process? Fees to generate funds allowing additional positions were established by Ord. 02- 90 during the current budget year. 6. List other rationale or pertinent statements and data: Most of our vehicle registration renewals are processed through the mail. All of our mail is processed at the Hilo office, none in Kona. The renewals are staggered each month throughout the year. We must complete March renewals by the end of March, April's by the end of April, etc. Citizens will not tolerate driving with expired stickers. They will callus if we take more than a few days, which is unproductive when we have to answer this type of call. Renewals are mailed out 45 days before the expiration. Sometimes we are caught in the situation where the end of the month rush comes at the same time when the early birds from the next month mail in their renewals during the same time frame. It seems we get caught more and more in this backlog situation. The clerks work on mail when there is no lobby traffic, so everyone in this office is constantly busy. The volume is at the level where we will fall back some time during the month, every month. We can only offer compensatory time off, because our overtime budget was exhausted by the first quarter. So far, the staff has been great about working overtime, although it is difficult for the supervisors to be trying to staff all stations when there is so much compensatory time earned.
