Currently, the Senior Employment Program is <br /> providing 32 hours per week of labor through two part-time workers, providing <br /> assistance with the routine, clerical work. <br /> The other element of the work deals with interaction with human beings, which is <br /> time consuming, non-routine and unpredictable. Problems, complaints, and <br /> disputes have to be resolved. Laws have to be communicated and explained. <br /> Requests have to be researched. The legitimacy of documents has to be <br /> determined, and exceptions have to be considered. This type of work has limited <br /> application to technological change. <br /> 5. The present staffing level <br /> cannot provide the service the public expects, and with increasing volume, this <br /> condition will only get worse. Vehicle registration fees were increased with the <br /> justification of improving service. We cannot expect our employees to work <br /> longer and longer hours, especially if only compensatory time off is offered. <br /> <br />
