This leads to more complaints and more stress. The more abusive <br /> complainers resent that our workers have breaks and a lunch hour. They <br /> want our windows to be fully staffed at all times. Our lines no longer are <br /> formed outside the office but the queue is contained within our enclosed <br /> lobby. Unfortunately, this setup subjects everyone to an abusive <br /> complainer. <br /> 4. Alternatives that were considered in lieu of new position. (Have technological <br /> changes been considered?) <br /> The basic nature of the work does not lend itself to any degree of meaningful <br /> change without statutory revision. Most of the work is transactional and routine <br /> and additional staff is requested to deal with the volume. The work is time <br /> sensitive and cannot be deferred. Currently, the Senior Employment Program is <br /> providing 32 hours per week of labor through two part-time workers, providing <br /> assistance with the routine, clerical work. <br /> The other element of the work deals with interaction with human beings, which is <br /> time consuming, non-routine and unpredictable. Problems, complaints, and <br /> disputes have to be resolved. Laws have to be communicated and explained. <br /> Requests have to be researched. The legitimacy of documents has to be <br /> determined, and exceptions have to be considered. This type of work has limited <br /> application to technological change. <br /> 5. Why were manpower needs not planned through budgetary process? <br /> Fees to generate funds allowing additional positions were established by Ord. 02- <br /> 90 during the current budget year. <br /> <br /> 6. List other rationale or pertinent statements and data: <br /> The public has provided plenty of feedback that they demand to have more clerks <br /> working on the counters, want to have their phone calls answered promptly, and <br /> want a quick turnaround to their mail-in requests. The present staffing level <br /> cannot provide the service the public expects, and with increasing volume, this <br /> condition will only get worse. Vehicle registration fees were increased with the <br /> justification of improving service. We cannot expect our employees to work <br /> longer and longer hours, especially if only compensatory time off is offered. <br /> <br />
