Re: Resolution Creating Positions
Enclosed is a resolution creating six (6) Police Officer II (Temporary) positions for
the COPS in Schools program within the Hawaii County Police Department. These
new positions are part of the School Resource Officer Program, which places law
enforcement officers in designated schools within the County of Hawaii, and will be
assigned to the Hilo, Waiakea, Kea'au, Honoka'a, Konawaena and Kealakehe
school complexes. The program's funding are from a grant from the U.S.
Department of Justice, Office of Community Oriented Policing Services (COPS) and
was recently appropriated by the Council.

A. REQUEST:
To create six (6) Police Officers II positions under the COPS in School grant.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED..).
The Office of Justice Is providing funding for three (3) years for six (6) police officer II positions. These
positions are to establish a School Resource Officer Program with the Department of Education. This
program will work in conjunction with our Community Policing Officers to focus on creating and maintaining a
safe school, conducive for learning and safe community environment.

COMMENTS:
Request to create six (6J Police Officer II Temporary positions, which will be
temporarily reallocated to the PO III level and assigned to the Hilo, waiakea. Keaau,
Honoka'a, Konawaena and Kealakehe school complexes as part of the School
Resource Officer Program with the Department of Education. This program will work
with our Community Policing Program to focus on creating and maintaining a safe
school and community environment. Federal funds for the COPS grant was awarded
for a three year period not to exceed August 31, 2005. The grant has been accepted
and funds will be appropriated upon approval by the County Council. At the
conclusion of the grant period, the County will be required to retain the positions and
fund it. The positions will be filled from within our current staff and the grant will fund the
resulting six (6) vacancies at the PO I level.

authorized programs, basis for increased workloads, etc.):
The Police Department was awarded athree-year grant to establish a School
Resource Officer Program with the Department of Education. This program will work
in conjunction with our Community Policing Officers to focus on creating and
maintaining a safe school, conducive for teaming and safe community environment.
In addition to this challenging mission, we hope to promote and develop a more
positive attitude of the police role in the community and inform students of their
rights and responsibilities as citizens; establish a positive working relationship with the
students and all parties involved within the Deportment of Education to prevent
juvenile delinquency and assist in student development.
Due to our budgetary restraints, additional officers are needed to concentrate on
the ice epidemic and domestic violence/sexual assaults that are plaguing our
island. Therefore, the above programs and ideals are considered "nice to have",
but not a high priority when reviewed for our deportment's annual budget.
However, with grant monies and a pro-active approach of educating and molding
our young citizens during their formative years, we hope to reduce the problems of
drugs, alcohol, and unlawful behavior in the early stages.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
Yes, this is a short-term contract, which will be used os a pilot program to provide our
County with funding until such time that we can find funds to cover the expenses.

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.:
The additional six officers in the school districts will enhance our Community Policing
Program, and respond in a more timely manner to school related offenses such as
truancy, burglaries, drugs, weapons. assaults, and other behavior related infractions
affecting the school environment.
The officers will also work closely with the school administrators to develop or
enhance their existing Safety and Emergency Preparedness Program, which will
improve our response with the various schools.
This will reduce the already thinly stretched officers in the six complex districts with
the added manpower.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?J
Creating the six positions from the onset with County funds, however, we recognize
the current budgetary constraints.
No technological changes were considered, since the philosophy and school
contact needs to be done on a face to face basis for effective communication.
5. Why were manpower needs not planned through budgetary process?
Not during this fiscal year. We will, however, put the positions in for the 2005-2006
fiscal year, as required by the grant.
6. List other rationale or pertinent statements and data:
Both our DARE (Drug Awareness Resistance Education) and PAGE (Positive
Alternatives and Gang Education) programs have been highly successful in the
schools, and we believe that this new program will be as successful. Upon losing fhe
grant funding for the PAGE program, we are considering the incorporation of all
three programs into the new positions.

MINIMUM QUALIFICATIONS REQUIREMENTS:
Training and Experience: A combination of education and experience substantially equivalent
to graduation from high school and one (1) year of work experience as a Police Officer I.
Qualification for Firearms: Must be qualified to carry and/or possess firearm or ammunition
in accordance with State and Federal laws, e.g. no misdemeanor or felony domestic violence
conviction.
License Reouirement: Possession of a valid State of Hawaii driver license (Class 3) or any
other valid comparable motor vehicle operators license.
Knowledge of: police principles, practices, methods, and techniques; the geography of the
County of Hawaii; the social-economic composition of the community; the standard rules, policies,
and procedures of the Hawaii County Police Department; pertinent County, State, and Federal laws
and ordinances; the laws of arrest; court procedures.
Abili to: interpret and explain laws, ordinances, and regulations; apply police principles,
practices, methods, and techniques; give and follow oral and written instructions; deal courteously
but finely with the general public; keep records and prepares simple reports.
Special working conditions: irregular hours, shifts and weekend work, and exposure to
hazards as required.
