The proposed rezoning will allow for the construction of one additional <br />homesite from that currently permitted by its existing A -20a zoning. Aside from <br />designating a 15 -foot wide road widening easement, no additional improvements to area <br />roadways are being recommended as part of this favorable recommendation. In this <br />particular instance, the Planning Director considers it reasonable to support the requested <br />change of zone and to allow the proposed 2 -lot subdivision of the project site that will <br />utilize the existing 20 -foot wide Homestead Road for access. Should this change of zone <br />request be approved, the applicants will be required to secure a variance from the <br />minimum roadway standards of the Subdivision Code, a variance request that the <br />Planning Director will support in this particular instance. <br />Water to support the proposed two -lot subdivision can be made available from the <br />Department of Water Supply. At issue is how such water service will ultimately be <br />provided to the two proposed lots. According to the applicant, two water meters have <br />already been purchased from the Department of Water Supply, with each service <br />intending to service each of the two proposed lots. Both an "elevation agreement" and an <br />"out-of-bounds agreement" were executed by the applicant with the Department of Water <br />Supply allowing these two meters to service the subject property and the two proposed <br />dwellings. While two water meters are currently available to support two dwellings on <br />the entire 21.7 -acre project site, the act of subdivision of the project site into two parcel <br />will require the upgrading of the water system to meet standards set forth by the <br />Department of Water Supply, even if two water meters are already available to support <br />the proposed lots. These improvements include the installation of a 6 -inch water main, <br />100,000 gallon reservoir with booster pumps, and new service laterals. This favorable <br />recommendation will limit the number of homes to be constructed on the 21.7 -acre <br />project site to two (2) dwellings. The final analysis is that water is available to support <br />each of the two dwellings being considered within the project site. If the applicant <br />decides not to subdivide and just build two homes on the subject property, then the <br />existing two service laterals can be utilized with no additional improvements or upgrades <br />to be required by the Department of Water Supply. However, the act of subdividing the <br />lot will trigger the need to provide these system upgrades as recommended by the <br />Department of Public Works, even if the end product will be to support only two <br />dwellings. A favorable recommendation of the change of zone request without additional <br />water system improvements would not be contrary to a policy of the General Plan to <br />"Zone urban- anti rural- tf <br />ypes q uses in areas ti tth ease of access to community services <br />and employment centers and with adequate public utilities and /i cilities." As mentioned, <br />two existing water service laterals and meters are already available to support each of the <br />two dwellings being proposed within the 21.7 -acre project site. Should a variance from <br />the minimum requirements of the Subdivision Code be necessary to allow the applicant to <br />subdivide the project site utilizing its existing two water service laterals and meters, the <br />Planning Director would be supportive of such a request given the applicant's specific <br />
