11. Industrial -Commercial Mixed Use District (MCX): The MCX zoning designation was <br />created as a new district when the Zoning Code was amended in 1996. In accordance <br />with Section 25-5-130, Hawaii County Zoning Code, this district would allow a mix of <br />industrial and commercial uses. The intent is to provide for areas of diversified <br />businesses and employment opportunities by permitting a broad range of uses, without <br />exposing non -industrial uses to unsafe and unhealthy environments. <br />12. Coastal Zone Management, Chapter 205A, HRS: The entire State ofHawai`i lies <br />within the Coastal Zone Management Area. The intent of the Coastal Zone Management <br />Program is to guide and regulate public and private uses in the coastal zone management <br />area with respect to recreational resources, historic resources, public access to the <br />shoreline, scenic and open space resources, coastal ecosystems, marine resources, <br />economic uses, coastal hazards, managing development, public participation, and beach <br />protection. <br />13. Special Management Area (SMA): The Special Management Area is a part of the <br />Coastal Zone Management Program and regulated by the County. The property is not <br />situated within the Special Management Area. It is located about 1.5 miles from the <br />nearest coastline and outside of the tsunami inundation area. <br />DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br />14. Waiakea House Lots 1st Series Subdivision: The Waiakea House Lots 1 st Series was <br />created in 1920s, with average lot sizes of 20,000+ to 22,500+ square feet. It extends <br />from Piilani Street to Kawili Street and from Iolani Street to Kanoelehua Avenue. Most <br />of the dwellings in the area were constructed since the 1920s. <br />15. Subject Property: The property has approximately 225 feet frontage along Kawili <br />Street and 100 feet frontage along Hinano Street. It is a vacant rectangular shaped parcel, <br />overgrown with various trees and vegetation. <br />16. Surrounding Zoning/Land Uses: Lands immediately to the west, north and east are <br />zoned Single Family Residential (RS -10) and to the south are zoned Limited Industrial <br />(ML -20). There are existing dwellings on parcels to the north (adjacent) and west across <br />Hinano Street. Beyond the dwellings to the west is the Mehana Brewing Company site <br />zoned ML -10, and auto repair and service shops and other industrial/commercial uses on <br />-3- <br />
