Arakaki, Chairman <br />and Members of the County Council <br />Page 4 <br />• Industrial development shall be located in areas adequately served by <br />transportation, utilities and other amenities. Redeveloping or newly developing <br />areas shall be developed in concert with programmed public and privately funded <br />infrastructure to meet the expected needs. <br />• Topography of industrial land shall be reasonably level. <br />• Industrial development shall be conveniently located to its labor resource. <br />• Buffer zones shall be established between industrial and adjacent non compatible <br />uses of land. <br />• The County shall identify sites suitable for future industrial activities. <br />The proposed change of zone request would further the County's goals of <br />providing an economic environment which allows new or existing businesses to expand <br />and diversify the County's economic base, and thereby also increase the choice of <br />occupations. The proposed zone request would be consistent with the following goals <br />and policies of the Economic Element. <br />• Provide residents with opportunities to improve their quality of life. <br />• Economic development and improvement shall be in balance with the physical <br />and social environments of the island of Hawaii. <br />• The County of Hawaii shall strive for diversity and stability in its economic <br />system. <br />• The County shall provide an economic environment which allows new, expanded, <br />or improved economic opportunities that are compatible with the County's natural <br />and social environment. <br />• The County shall strive for an economic climate which provides its residents an <br />opportunity for choice of occupation. <br />
