RAC. ~ '~L(J

Theresa Takiue
148 Wilder Rd. ~ 03 JUL 31 A~ 8 y 0
Hilo, Hawaii 96720

Ph. (808) 937-1736 COUNTY t i~ ~~HAWAII
July 30, 2003
TESTIMONY TO THE COUNTY COUNCIL
Subject: Change of Zone Application, "Kaumana Homesteads"
Applicant: Richard M. Towill
TMK: 2-5-44:1 & 2-5-45:Por of 1
In response to a letter I received from Bob Jacobson, Councilman faxed to me on
7/25%3, I would like to comment the following:
Written testimony & supporting documents submitted to Planning Department on
October 5, 2000, remain the same. Factually all existing conditions remain the same. In
fact, I feel waters flowing into the stream on the subject parcel may increase due to the
runoff from the newly constructed Puainako Street Extension flowing into the stream,
increasing the potential for increased flooding in the future. However, a flooding
problem already existed prior to construction of the Puainako Street Extension.
Historically, stream waters have jumped the stream channel mauka and makai of S.
Wilder Rd., flooding the homes and properties of residents, makai side of S. Wilder Rd.
adjacent to the stream channel. The property damage is on record. Flood damage claims
due to the November 2000 flood were made. The stream waters topped the stream
channel and flowed over S. Wilder Rd. of approximately 2:00 a.m. on the day of the
November 2000 flood, the floodwaters also jumped the stream channel makai of S.
Wilder flooding homes & properties.
Flood channel improvements and a larger culvert carrying the stream water antler &
across S. Wilder Rd. should have been looked prior to the approval & construction of the
Pu°i^_ako Street Extension (not yet completed).
I have attached a copy of my ]etter to the Planning Department dated October 5, 2000
(other supporting documents w/letter can be obtained from County files) and faced letter
received from Bob Jacobson n ?/25/03.
Sincerely,``~
Theresa Takiue
Comm.
