Arakaki, Chairman <br /> and Members of the County Council <br /> <br /> Page 3 <br /> The urban classification also conforms to the standard that the development is <br /> within reasonable proximity to centers of trading and employment and to basic services <br /> such as schools, police and fire protection, transportation systems and water. The subject <br /> property is located less than one mile from the urban retail and employment center of <br /> Keaau, and thereby conforms with the Land Use Commission Rules which encourages <br /> urban developments inclose proximity to existing developments in close proximity to <br /> existing services and facilities. Access to the property is from the Milo Street extension. <br /> The portion of the Milo Street extension fronting the subject property is privately owned <br /> by W.H. Shipman, Ltd. It is paved to a width of approximately 28 feet from the Keaau- <br /> Pahoa Bypass Road up to TMK: 1-6-03: 21, fronting the subject property. By letter dated <br /> July 17, 2003, W.H. Shipman, Ltd. has granted an easement over their private roadways. <br /> Emergency services are available in Keeau. <br /> There is no municipal wastewater system in the area. A cesspool or a septic <br /> system meeting with the requirements of the Department of Health will be installed. <br /> According to the Department of Health, a portion of the property is located within 1,000 <br /> feet of a drinking water well. Therefore, no cesspool or septic system, except for an air <br /> aerobic package treatment system would be allowed within the 1,000-foot radius of the <br /> water well. The applicant has stated that an aerobic treatment unit may be an alternative, <br /> should one be necessary or required. All other utilities and services are available to the <br /> site. <br /> The property has no severe geological or topographical problems which cannot be <br /> properly rectified or which would render the land unusable. The U.S. Corps of Engineers <br /> Flood Insurance Rate Map (FIRM) designates the property as Zone "X", azeas outside the <br /> 500-yeaz flood plain. The property is fairly level and vacant. According to the applicant, <br /> there are no existing drainageways on the site. The property is located approximately ten <br /> (10) miles from the coastline. Thus, the reclassification meets with the standazd which <br /> states that the lands included within the urban district shall be those with satisfactory <br /> topography and drainage and reasonably free from the danger of floods, tsunami and <br /> unstable soil conditions and other adverse environmental effects." <br /> Urban Districts shall include lands chazacterized by "city-like" concentrations of <br /> people, structures, streets, urban level of services and other related land uses. <br /> Surrounding properties are in industrial or mixed commercial-industrial type uses. <br /> Properties to the east and south are zoned A-20a. Surrounding properties consist mainly <br /> of formerly cultivated sugar cane lands, the Hawaii Electric Light Company, Inc. <br /> (HELLO) power plant (MG-l0a), vacant lands and small agricultural operations. To the <br /> northeast of the subject property is the AMFAC Tropical Products fruit packing and <br /> papaya puree processing facilities. Across the Milo Street extension to the south and <br /> southeast is the site of the Greenhouse Specialists' operation and Pacific Floral Exchange. <br /> <br />
