Across the Milo Street extension to the south and southeast is the <br /> Greenhouse Specialists' operation and Pacific Floral Exchange. Adjacent to and east of <br /> Pacific Floral Exchange is the Christian Liberty School. The McCully Subdivision, <br /> zoned MCX-2Q is located on TMK: 1-6-3: Por. S,immediately adjacent to and west of <br /> the subject property. Lands further west and southwest are primarily in residential uses. <br /> Keaau Town Center is located less than one mile from the site. <br /> The only existing industrial zoned lands in the Puna District aze located off <br /> Highway 11 at the Shipman Industrial Park, approximately .7 miles from the subject <br /> property. Effective August 19, 1986, the County Council approved the General <br /> Industrial (MG-20) zoned district for approximately 488+_ acres of land for the <br /> development of Shipman Industrial Park. A portion of the Shipman Industrial Pazk has <br /> been subdivided into increments between 1987 - 1991. There are 88 lots with average lot <br /> size ranging from one half acre to three acres. According to Real Property Tax records, <br /> approximatelytwo-thirds of the lots have been sold in fee. The existing uses in the area <br /> include heavy equipment construction base yazds, building supplies base yards, <br /> distributor wazehousing, supermarket warehousing, industrial/manufacturing base yards <br /> and other uses. For the East Hawaii azea, industrial zoned lands and activities are <br /> primarily located in Hilo at the Hilo harbor, airport and Kanoelehua Industrial areas. <br /> Industrial expansion since 1970 has lazgely occurred through the expansion and in-filling <br /> of these areas. <br /> The General Plan further identifies a Course of Action for industrial development <br /> within the Puna District, that "The County shall identify sites suitable for future industrial <br /> activities." This request would be consistent with the urban form depicted for Puna in <br /> that it would add industrial uses serving the Keaau area and the immediate Puna region in <br /> close proximity to other industrial zoned districts and activities. <br /> The reclassification action also conforms to the LUPAG Map which designates <br /> the azea for Industrial Area. The Land Use Pattern Allocation Guide (LUPAG) Map <br /> component of the General Plan is a representation of the document's goals, policies, <br /> standards and courses of action to guide the coordinated growth and development of the <br /> County. It reflects a graphic depiction of the spatial relationships among various land <br /> uses and the expressed policy statements of the document itself. The LUPAG Map <br /> establishes the basic land use pattern for areas within the County. Therefore, changes and <br /> requests for amendments to the LUPAG Map must be evaluated against applicable goals, <br /> policies and standards of the General Plan. The Industrial Area designation includes uses <br /> such as manufacturing and processing, wholesaling, large storage and transportation <br /> facilities and light industrial uses. The requested zoning reclassification would be a <br /> reasonable expansion of industrial activities associated with the Industrial designation and <br /> the existing industrial uses in the area, including the HELCO power plant and agricultural <br /> <br />
