BOX 936 <br />June 24, 1997 HILO, HAWAII 96121-0936 <br />The Honorable James Arakaki <br />Chairman, Hawaii County Council <br />25 Aupuni St. <br />Hilo, Hi 96720 <br />Dear Chairman Arakaki: <br />RE: Resolution No. 94 Authorizing the County of Hawaii to <br />Enter into an Agreement with the United States of America <br />for a Statewide Marijuana Eradication Grant <br />The Department of Land and Natural Resources, Division of <br />Conservation and Resources Enforcement under a similar agreement <br />with the United States of America conducts marijuana eradication on <br />state owned lands. we also assist county police departments under <br />the statewide marijuana task force. <br />Several questions were raised at the June 16, 1997, County Finance <br />Committee meeting pertaining to DLNR/DOCARE's eradication of <br />marijuana utilizing the herbicide glyphosate. <br />Specifically, Council Member Curtis Taylor requested the following <br />information: <br />- Environmental Impact Statement or EIS for the eradication of <br />marijuana on state owned and managed conservation lands for <br />Hawaii, Maui and Molokai by aerial pin -point application <br />(Attached). <br />November 1, 1996, Video Demonstration Spray Test for <br />Department of Agriculture (pesticides branch) and the <br />Department of Health showing pin -point accuracy of a typical <br />herbicide application. <br />Further details of this spray test accompanies this letter in <br />attachment and was submitted by toxicologist J.P. Michaud PHD <br />for review. <br />Operations Procedures Manual and Sensitive Area Maps. These <br />documents detail sensitive law enforcement procedures directly <br />relating to marijuana eradication. DLNR does not make these <br />documents available to the general public.
