Arakaki, Chairman <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chairman Arakaki and Members: <br />Change of Zone Application (REZ 03-016) <br />Applicant: State of Hawaii, Department of Land and Natural Resources <br />Request: RS -10 to MCX-20 <br />Tax Map Key: 2-2-37:41 <br />The Planning Commission, after a duly held public hearing on October 17, 2003, voted to <br />recommend for your approval the proposed legislative bill to change the district classification for <br />approximately 2.847 acres of land from Single Family Residential (RS -10) to an Industrial - <br />Commercial Mixed (MCX-20) zoned district. The property is located at the southwest corner of <br />Kanoelehua Avenue and Kekuanaoa Avenue, Waiakea, South Hilo, Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the change of zone: <br />The applicant is requesting a change of zone for 2.847 acres of land from a Single <br />Family Residential (RS -10) to an Industrial — Commercial Mixed (MCX-20) district. The <br />new zoning district would allow for light industrial or mixed commercial/industrial uses. <br />The intent is to provide for areas of diversified businesses and employment opportunities <br />by permitting a broad range of uses, without exposing non -industrial uses to unsafe and <br />unhealthy environments. The subject property has remained vacant since 1978. Since <br />that time, the State has received a number of inquiries for utilizing the property for a <br />variety of uses including a car sales lot, gas station/retail center, a mixed use center with a <br />restaurant, gas station, retail and industrial uses. According to the applicant, DLNR <br />intends to offer a long-term lease or leases over this site. However, because public land <br />
