CARVALHO, POLICE CHIEF <br /> SUBJECT: MARIJUANA ERADICATION PROGRAM REVIEW <br /> The Statewide Marijuana Eradication Task Force Grant, Project <br /> No. 96-DB-13, terminates on June 30, 1998. Resolution No. <br /> 94-97 dated July 2, 1997, requires that a program review of the <br /> marijuana eradication program be submitted to the County <br /> Council within 90 days of the grant's termination. <br /> On May 19, 1998, Acting Lieutenant Henry Tavares and Accountant <br /> Nori Tanaka of our Vice Section and Finance Division, <br /> respectively, met with Finance Director Harry Takahashi and <br /> reviewed the minutes of a June 16, 1997, Finance Committee <br /> meeting in which Resolution No. 94-97 was discussed. <br /> On Page 163 of the minutes (enclosed), Council Member <br /> Leithead-Todd was quoted as saying, "that part of the funds be <br /> expended in conjunction with the Legislative Auditor's Office <br /> on a program review of the marijuana eradication program." She <br /> further explained that the length of time was required because <br /> the Legislative Auditor's Office indicated that it would take <br /> anywhere from six to nine months to conduct a program review <br /> and would imagine that some time would be spent observing <br /> and/or monitoring the operations. <br /> We take this to mean that the Council's interpretation was that <br /> the responsibility for conducting the program review was <br /> directed to the Legislative Auditor. As a result of this, the <br /> Police Department is willing to assist your office in the <br /> preparation of this report. <br /> <br />
