funds, and is satisfied that all of the requirements of the Act and <br /> its implementing regulations have been satisfied and that Grantee <br /> is capable of using the federal funds requested appropriately; <br /> WHEREAS, Grantee has demonstrated the capacity to provide <br /> the services, programs and activities described herein and is <br /> ready, willing and able to provide the required services, programs <br /> and activities; <br /> NOW THEREFORE, Agency and Grantee for and in <br /> consideration of the covenants, conditions, agreements, and <br /> stipulations hereinafter expressed, do mutually agree as follows: <br /> A.
