Specifically, you believe <br /> that the County's law enforcement agencies aze currently jllliY311}C operating without a <br /> mandated program review on the Marijuana Eradication Program as required every four yeazs <br /> by the County Charter. <br /> The Hawaii County Charter does state that at least every four yeazs the council shall review <br /> every program supported wholly or paztially by county funds and authorize its continuation or <br /> terminate the program. The Charter also says that the council shall adopt procedures to <br /> implement the mandatory program review. <br /> The Council in its Rules of Procedure (Rule 24) has determined that the depaztmental program <br /> review and the budget adoption process will meet the charter requirement. This rule has been <br /> in place for many years. As such, the program review you aze referring to is accomplished <br /> annually at the minimum. <br /> As always, I know your questions aze based on principles of government accountability. <br /> Sincerely, <br /> Constance R.
