November 3, 2003 <br /> ::'03 NOU b i=:~ I1 ~i <br /> Mr. Chris Yuen COUN I 1 _ ~ ; , , <br /> Director, Planning Department _ I <br /> County of Hawaii ~ <br /> 101 Pauahi St., Suite 3 - <br /> Hilo, Hawaii 96720 <br /> Dear Mr. Yuen, <br /> As we will not be able to attend the November 7, 2003 meeting at the Ohana <br /> Keauhou Beach Resort regarding a request for rezoning from agricultural <br /> land to urban development, we wish to express our concern in writing. <br /> According to the article in West Hawaii Today (WHT), the requested zoning <br /> change to develop 14.5 acres mauka end of Kona Heights-Kailua View <br /> Estates subdivisions into 43 lots will not necessitate a traffic study because it <br /> falls under the 100 lots threshold. However, the article also reported that if <br /> approved, it would bring the total to 107 developed or approved lots adjacent <br /> to the subdivisions. The WHT also reported that a Public Works official <br /> expressed concern about "incremental rezoning" near the subdivisions. <br /> Our major concern is over the issue of "incremental rezoning", which will <br /> circumvent any required impact study, may it be traffic, environment, water, <br /> sewage, education or social services. The reason for our concern is that <br /> future rezoning requests, adjacent to the subdivisions in question., will add <br /> another 38 lots to the 43 lot request. 't'his will result in a total 1451ot <br /> expansion without requiring the necessary impact study by the developer. <br /> To substantiate our number, please see the attached Vicinity Map. The 145 <br /> lot s comprised of 321ots already built on Hienaloli 4'~ as the Kealoha <br /> subdivision and the 1 13 lots to be developed by Dan Bolton and partners. <br /> According to the WHT article, the 43 lots will be bordered by Hienaloli <br /> Road and designated as Hienaloli 3"'on the map. The parcel makai of <br /> Hienaloli 3rd and marked as "Subject Parcel" has been approved by the <br /> county for 20 lots on 8.97 acres. The parcel titled Hienaloli 2lld has been <br /> sold as two parcels of 6 and 5 acres. It is proposed that the 6 acre parcel will <br /> be further subdivided into 181ots and the 5 acre parcel will be subdivided <br /> into 201ots. The request for urbanization of Hienaloli 2"`' will undoubtedly <br /> <br /> be submitted after the 43 lots have been approved. The parcel makai of the <br /> Comm. No. y , /'1 <br /> Ref.
