I
PLAN TO PROTECT KONA
74-5602-A Alapa Street
_ Suite 725
Kailua-Kona, HI 96740
12/1/03

Hawaii County Planning Committee

Leningrad Elazinoff, Chairman

FAX# 961-8912

Re: Clifto's Kona Coast LLC

Aloha Chairman Elazinoff and Planning Committee members.

As we understand it, the developer wants a zoning change of 83 acres from Industrial 3-Acre to

Project District. That would be a windfall to Clifto because it would allow two airport-style hotels

(400 rooms), 230 residences, as well as commercial buildings to be built on the site.

From the stand point of traffic problems, ocean pollution, noise, loss of natural view-plane, Kona

would be better off with the cwrent zoning. This is true, no matter What(ever) jobs are promised,

or tax revenue or other economic beneSts might eventually accrue from the development.

Progress must, like a three legged stool, have more than just an economic component or the stool

will fall over. Progress also needs to have a positive effect on the environment over the yeazs

(sustainable) and a positive impact on culturaUsocial dimension. This project simply does not.

Plan-to-Protect respectfully requests this zoning change be denied.

P

Yows,
Duane D. Erway, President
