It states that a project district may be established out of <br /> public necessity and when the general welfare requires it in order to establish a continuity <br /> in land uses. In addition, a Project District may only be established if it: <br /> 1. Is consistent with the intent and purpose of the County General Plan; and <br /> 2. Will not result in a substantial adverse impact upon the surrounding area, <br /> community or region. <br /> The high density of Clifto's proposal i5 not in keeping with the County General Plan. <br /> It is not consistent with adjoining land uses and it i5 clearly an example of "developer <br /> driven" planning, not community based planning. This is a speculative project with no <br /> direct benefit to our community. The cumulative impacts to our roadways, scenic views, <br /> access and gathering rights cannot be mitigated. <br /> I have worked with the Kohanaiki Ohana since 1990 for the rights of citizens to <br /> participate in agency hearings that affect our quality of life and future growth of the <br /> island. The current project proposed for Kohanaiki is to be a template for future develop- <br /> ment proposals for our coastline. It is an example of communitys participation in the <br /> planning process and of developer's willingness to meet the needs of the community. <br /> Glifto's project does not measure up to these standards nor does it meet the criteria for <br /> establishing a Project District. <br /> Comm.
