<br /> comoleted the on site and off-site improvements of the first <br /> increment of the RM zoned area and has dedicated the <br /> improvements to the County; (I) plans for the development <br /> <br /> within the first increment of the RM zoned area shall be <br /> submitted to the Planning Department and final plan approval <br /> secured within two years from the effective date of this <br /> amendment. Construction shall commence within one year from <br /> the date of receipt of final plan approval and be completed <br /> within three years thereafter; (J) should the Council adopt a <br /> Unified Impact Fees Ordinance setting forth criteria for the <br /> imposition of exactions or the assessment of impact fees, <br /> conditions included herein [may, at the developer's election, <br /> be satisfied by performance in accordance with] shall be <br /> credited towards the requirements of the Unified Impact Fees <br /> Ordinance; (K) housing opportunities for Hawaii residents shall <br /> be provided in accordance with the condition imposed by the <br /> State Land Use Commission.
