The microfilm reader printer is the Election Division's means of viewing and copying all election documents which have been microfilmed in past elections. Some documents date back to the 1920's and is heavily used during election years for verifications. During the 1996 elections, we experienced mechanical and servicing problems with our existing reader printer. The current reader printer is approximately 12 years old and the vendor from whom the machine was originally purchased no longer services or repairs this machine. Further, the warranty on the machine expired several years ago. We have also found that the reader has damaged some of the older films. The transfer of funds will enable us to purchase a newer machine from a vendor who does servicing on the Big Island, has an automatic speed feature, produces a superior copy, viewing enhancements and eliminate the problem of film damage. I am also requesting a waiver from a Council Finance Committee reading to meet year end fiscal and purchasing deadlines. Thank you for your consideration.
