SAFE COMMUNITY HIGHWAY SAFETY PROGRAM <br /> QUARTERLY REPORT <br /> <br /> HAWAII COUNTY POLICE DEPARTMENT <br /> <br /> PROJECT TITLE: RECONSTRUCTIONIST EXPERT <br /> <br /> Priority Area: I Area: Alcohol and Other Drug <br /> Countermeasures <br /> SOLUTION <br /> To improve the investigation of fatal collisions by: <br /> 1. Use of federal grant to fund a traffic crash reconstruction expert for the second of two <br /> years of the program. <br /> 2. Use traffic crash reconstruction expert in at least twelve fatal collision investigations. <br /> 3. Effectively deal with the problem of personnel rotation caused by retirements, <br /> transfers and promotions. <br /> 4. With the information provided by the traffic crash reconstruction expert, we can <br /> improve the required information being provided to the State Department of <br /> Transportations Fatal Analysis Reporting System (F.A.R.S.). <br /> Goals and Objectives of Project. <br /> The goals and objectives of this project are: <br /> The goal of this project is to fund a traffic crash reconstruction expert to assist with and <br /> improve fatal investigations and to improve the information being provided to the State <br /> Department of Transportation for their F.A.R.S. program. <br /> GRANT PERIOD RESULTS: <br /> (FINAL REPORT) <br /> A traffic crash reconstruction expert was utilized in eleven fatal crash investigations. The <br /> Traffic Enforcement Unit is also improving their traffic fatal investigations and have <br /> received training in crash investigation, reconstruction and the use of total station crash <br /> scene forensic mapping. <br /> The Traffic Enforcement Unit is also reviewing their investigative and report writing <br /> techniques to improve the information being provided to the F.A.R.S. program. <br /> <br />
